Director of Residential Services
Overview
Reporting to the Chief Executive Officer (CEO), the Director of Residential Services (DRS) provides strategic, operational, financial, and quality leadership for the organization’s Community Residential Services (CRS) programs and Health Services Department. As a member of the Leadership Team, the DRS works collaboratively across departments to ensure high-quality, person-centered services, positive outcomes for individuals served, and the effective support and development of residential management and staff.
The DRS is responsible for the overall performance, financial health, regulatory compliance, and quality of residential services delivered under Minnesota 245D regulations. This role oversees licensing compliance, health and safety standards, quality improvement initiatives, budget management, and operational effectiveness, ensuring all residential settings meet organizational expectations and regulatory requirements while advancing the organization’s mission, strategic goals, and long-term sustainability.
New employee starting bonus to be paid after 90 days of employment:

- $85,000 – $95,000/year

Responsibilities
- Supports the Mission, Vision, and Guiding Principles of NHS Northstar.
- Supports and cooperates with specific procedures and programs for safety, confidentiality of data, quality assurance, current rules, agency policies and able to demonstrate mature judgment and able to make programmatic decisions.
- Provides guidance and direction to the supervisory and direct support staff in matters related to services, regulatory compliance, referral source relations, and budgetary and fiscal performance.
- Provides advocacy and input on organizational decisions which may affect the division and acts as a subject-matter expert on matters related to options for individuals challenged with developmental disabilities.
- Coordinates effectively with external partners such as case managers, guardians, family members.
- Collaborates with the Director of Quality and Development to promote retention and acquisition of new contracts; maintains high occupancy to ensure continued viability of division services; proactively forecasts openings and begins replacement planning process early to minimize unused resources.
- Implements policies, procedures, and methods to promote quality care, decrease risk to person’s served, and improve referral sources satisfaction.
- Provides direct oversight of supervisory personnel; develops procedures to facilitate formal feedback on performance matters; proactively manages forecasted staffing needs; creates employee development strategies; coaches and disciplines staff (including mid-management staff) who fail to meet performance expectations.
- Engages in candid discussions and problem-solving activities as a part of the Leadership Team; provides input into strategic initiatives, ideas, and planning; develops a “whole-organization” approach to leadership, considering the health of the entire organization while still maintaining a role of advocate for the division.
- Develops relationships with divisional and departmental leaders that promote high-quality care by leveraging their professional expertise in resolving challenges, both reactively and proactively.
- Oversees the supervision, coaching, and development staff withing their areas of responsibility.
- Coaches staff in implementing individual service plans and other care plans; follows-up regularly to monitor their progress in implementation.
- Identifies skill deficiencies within the division and coordinates measures to correct the gaps.
- Conducts internal investigations with other departments when required; partners with Quality Improvement Coordinator in such efforts.
- Demonstrates competency in fiscal management, personnel management, program development (including implementation and management), behavior management, effective public relations, motivating and sustaining staff enthusiasm and morale.

Qualifications
Experience/Education/Training
- Bachelor’s degree in business administration, healthcare, or related field highly preferred.
- Meet the qualifications of a “Designated Manager” as identified in Rule 245D.
- Five years’ experience leading and managing employees.
- Five years’ experience supporting adults with disabilities and/or persons age 65 and older with complex support needs.
- Demonstrated knowledge of Minnesota rules and regulations governing Home and Community-Based Services (HCBS), as well as applicable healthcare industry standards and practices.
Regulatory Requirements/Licensure
- Valid Driver’s License.
- Department of Human Services Background Check.
- Meet the driving requirements and criteria acceptable to NHS Northstar’s insurance carrier.
